Cuba is said to have an excellent medication that can heal diabetic foot and leg ulcers, called Heberprot-P 75. However, due to poor trade relations with the US, it is not available to US citizens and the US refuses to even do clinical trials on the medication. I suspect the drug is available to other parts of the world though.
